Russian officials say President Vladimir Putin sent a letter last week to Ukrainian counterpart Petro Poroshenko with a new proposal to halt fighting in the east, but that Mr Poroshenko had rejected it.

Ukrainian officials say they have made their own proposal to Russia for a ceasefire and still support a peace deal agreed in September, the BBC's David Stern reports from Kiev.

A discussion paper for the EU meeting was leaked last week which asked ministers to consider "possible elements for selective and gradual re-engagement" with Moscow because of shared concerns such as IS and Syria.

EU foreign policy chief Federica Mogherini said Monday's meeting would not make any new decision on sanctions.

The EU sanctions were imposed on Russia after it annexed Ukraine's region of Crimea in 2014 following a controversial referendum.

Ukraine and its Western allies allege that Russia has sent forces to fight with separatist rebels in eastern Ukraine. Russia denies the allegations.
