Introduction

The strength of humanity is not in material goods and not even in the ability to conquer the elements. The power of the soul in thought, knowledge, innovation. Only they allow a man to have and be able to live inside of us.

The way of shipbuilding began from the moment when the person needed to overcome a water barrier. On rafts on the lakes people created shelter to protect themselves from predators, swarming in the forest. Further on boats, and then on vessels people began to move on a water surface, to travel and cross oceans. Traveling and discovering new continents, people learned their planet.

How well do we know the Earth? The waters of the world ocean, an average depth of up to four kilometers cover its 2/3 of the Earth's surface. Thanks to the capacity of water, sunlight penetrates into the oceans, where flora and fauna are developing rapidly. Even in glaciers covering more than 11% of the Earth, life develops in the form of microorganisms (Vladimirov, 1984).

Recently, climate change on Earth has been clearly observed. There is no  unified theory of the interactions between the ocean and the atmosphere. There are different assumptions about the warming or cooling of the climate on the planet. Characteristics of climate-forming factors use the responses of the energy-balance climate model on Earth for a long period of time. It is a century. Expected temperature rise, compared with the norm of the last century (1951-1980) is at 1.4°C (Tereshin, 1999). Forecasts are based on an increase in the atmospheric carbon dioxide content, which creates a "greenhouse effect", delaying the heat of the Earth, or an increase in the content of aerosols in the atmosphere, leading to cooling. A big threat is the SUPERVOLCANO, there are threats from space. When cooling, people know how to survive, people live in severe frosts and grow vegetation in greenhouses. Man-made nuclear reactors can be a great help. But what about warming when the ocean level rises? The melting of glaciers will trigger huge tsunamis and landscape changes across the planet.

We live in a single ecosystem of the richest world of earth and ocean. Humanity has a huge energy, chemical and food warehouse in the world ocean. Only one oil and gas area within the limits of the continental shelf is estimated at 13 million km2. A lot has been written about the riches of the world ocean and everyone knows about the lack of mineral resources on the surface of the Earth (Dunaeva, 1982). However, the cost of development of mineral deposits on the ocean shelf is very high and difficult because of the sea elements and remoteness.

 It is good, when the work and warehouse are near the house, but how to build a safe house in the ocean? Foam floating homes, hotels have been already made of polyurethane. (Astashenkov, 2018). There are whole comfortable Islands with household, navigation equipment and satellite communications (HOUSEBOAT, 2018). But all these floating and similar objects can be used in lagoons, as they are on the surface of the water and are not protected from wave vibrations. The American company Planet Ocean Underwater Hotel is patented in the USA and the project "planet Ocean" of the underwater vessel of type of hotel for tourists is presented. This underwater vessel is to be used in the waters of the Mediterranean sea (Astashenkov, 2015). Such floating objects are under water, are at risk of lack of oxygen and water pressure. Only the knowledge and observance of the laws of nature will allow people to live on the water without fear of large tsunamis and storms.

 The study of ocean spheres, ocean floor topography, marine currents, geology, flora, fauna, climate and ecology becomes more accessible when using plastic pontoon systems. It turns out that plastic is the most resistant material to oxidation by air and water. Plastic pontoon designs can be applied on any reservoirs, in the ocean, permanently and in drift.
